That’s how manhua/manhwa authors love it. Authorities have bricks for brains and the BBEGs(villains) have all the info, talents and power to do whatever they please.
*It’s all so that the MC’s heroic actions seem that much greater*.
In some stories the authorities go so far as to even know WHICH evil guy is doing WHAT, WHERE and probably WHEN, and yet they’d STILL choose to sit on their butts and wait for someone else to do something about it. Like, they even have entire scenes where its just the higher-ups arguing about where they’ll find someone to solve their current predicament, usually waiting for some immature teenagers to fight grown-ass, murderous adults, whilst keeping all they’re best fighters and investigators under lock and key. Then when said teen try to act more independently or the top fighters want to get involved, you see them going so far as even punishing them for doing their jobs
The authorities in these stories only serve as hinderance to everyone. The heroes and villains all the same, often times working with both sides. I THINK, and I’ll emphasize, I THINK its supposed to be a commentary on how useless the government is and its just better to fix problems yourself becoz those in power with the authority to do so only care about their own money and power at the cost of EVERYONE else
